Regulations Under Development

The Office of Open Records ("OOR") is in the process of promulgating procedural regulations as authorized by Section 504(a) of the Right-to-Know Law ("RTKL"). Through these regulations, the OOR intends to provide greater clarity of the requirements of both agencies and requesters.  In the interim, please reference our Procedural Guidelines.

To promulgate regulations, the OOR is required to follow the regulatory process established by Pennsylvania Law. Here is an overview of the regulatory review process that the OOR will follow. There are no hard dates in this attachment because the process is a fluid one that relies upon responses and approvals outside of the OOR's control. The overview is a general outline of the typical regulatory process.
