Requests sought various records, including emails and attachments, contracts, drawings, videos, and photographs, related to two identified County projects. The County did not provide any factual or legal support for denying access to responsive records nor did the County address the Requester's argument that the records it provided during the appeal were not responsive to either of the Requests.
